The City of Lynchburg Assessor's Office is seeking an Appraiser I to appraise real property in the City, including measuring, inspecting property for assessment purposes and valuation of residential property. Based on an applicant's relevant education, experience and skills, the position may be filled as an Appraiser Trainee. Hiring range depends on qualifications. Appraiser I: $35,651.20 - $44,000/yr Appraiser Trainee: $33,342.40 - $35,651.19/yr
Performs real estate appraisals on residential property utilizing statistics, approaches to value, Computer Assisted Mass Appraisal (CAMA) system and office procedures; Makes on-site inspections of new or existing real property to collect and correlate all pertinent data in conjunction with the appraisal process; re-evaluates land and improvements based on findings; Measures, classifies and sketches improvements to existing properties; Studies building plans and specifications on new construction to obtain information regarding size, type of construction, use and other factors which affect value; Examines and analyzes plats, maps, aerial photographs, Geographic Information System (GIS) data and blueprints to correctly assess property; Prepares valuations for supplemental and partial assessments; Collects appropriate data by searching public records of sales, assessments and other transactions to determine proper value; Verifies sales with buyer/sellers as needed; Reassesses existing properties to determine fair market value for assessment purposes, including data verification and determination of factors such as quality, condition and equitable assessment of land; Explains assessment policies and responds to taxpayers' questions and concerns related to assessment notices, bills and policies; Deals with taxpayer issues and seeks to resolve disputes during appeal process; Prepares and defends real estate assessments before the Board of Equalization; Performs work safely in accordance with office safety procedures and City safety program; operates equipment safely and reports unsafe work conditions or practices to Assessor; Attends classes and seminars to broaden knowledge of proper appraisal practices. When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery. QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. A.) or equivalent from an accredited college, university or technical school; some experience (six months to two years) in assessing or appraising residential properties, preferred. An acceptable combination of education and experience may substitute for the specific criteria listed above.
Must possess and maintain a valid driver's license issued by the Commonwealth of Virginia and acceptable driving record according to City criteria. Attainment of licensure as Virginia State Appraiser Trainee within 12 months of employment, preferred. Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment. May also be required to complete higher levels of NIMS.
