General Description
Under the general direction of the City Manager, the Economic Development Director is charged with the planning and execution of economic development. Incumbent directs, oversees, and performs highly responsible work in the strategic planning, development, implementation, and overall direction of economic development programs and revitalization. The person in this role manages the TIF and CRA programs, and coordinates and delivers marketing and communications programs, campaigns, and strategies to support economic development activities. Work requires considerable independent judgment following established guidelines, codes, rules and policies, and monitoring of a variety of complex projects and programs that support the goals and objectives of the City.
Candidate selected for hire will be required to complete a pre-employment FDLE background check and credit check.

+ Work closely with the City Manager, City Department Directors, and City Attorney to create and implement development initiatives, ordinances, and policies, and revitalization plans
+ Serve as the main point of contact and lead for business recruitment projects
+ Assist developers, businesses, real estate professionals, property owners, and other interested parties in matters related to any development and redevelopment opportunities
+ Develop marketing materials to support business recruitment
+ Oversee and manage the TIF and CRA programs as they pertain to development projects following all applicable rules and regulations
+ Utilize technology to develop a repository that informs the City Manager, Commission, and the community of the impacts of the economic development
Minimum Qualifications, Licenses and Certifications
+ Bachelors Degree in Business or Public Administration, Urban Planning, Marketing, Communications or closely related field required, Masters Degree desired, and
+ Seven (7)+ years experience directly related to economic development, with a focus on new business recruitment and community development, and
+ Certified Economic Developer (CEcD), Economic Development Finance Professional (EDFP) or other industry certification is highly desirable, and
+ Experience with coastal communities, Florida commercial development laws, and regulations preferred, or
+ An equivalent combination of education, training, and experience.

+ Developing, coordinating, and administering plans, programs, projects, and activities
+ Directing affordable housing, community and economic development personnel
+ Conducting studies, compiling information, and delivering financial and demographic data
+ Understanding natural and economic resources, existing industries, tax structures and other factors key to redevelopment
+ Effective time management, leadership, organizational operations
+ Reading and interpreting ordinances, contracts, and legislation
+ Communicating effectively, verbally and in writing
+ Speaking to the public and giving presentations
+ Establishing and maintaining effective working relationships
+ Operating a computer and related software
+ Engage and collaborate with the regional Economic Development Coordinator, property owners, and community partners, including but not limited to, chamber groups, citizens, local and regional developers and federal and state agencies to achieve our community development goals
+ Manage the strategic partnerships with local commercial brokers, landowners, State Department of Commerce, and City and County leadership to build strong collaboration efforts to attract new business
+ Develop and maintain professional relations with all parties associated with new or existing businesses as it pertains to the economic development and revitalization of the City
+ Execute an effective and efficient plan to monitor state and federal regulation and funding opportunities that would support new business attraction and community development objectives
+ Gain and maintain thorough knowledge of the Citys land development regulations to create opportunities and updates to promote development
+ Research and create ordinances implementing future land use and zoning changes necessary to support development; take these items through the required approval processes
+ Directs the preparation and implementation of development agreements relating to current and future redevelopment projects.
+ Provide research, data collection, and reporting that supports the communitys knowledge and understanding of the economic strengths, limitations and trends.
+ Monitor and implement state and federal regulations that would support new business attraction and community development objectives
+ Maintain inventory of available locations for perspective businesses
+ Prepare agenda items and present to various boards and the City Commission
+ Develop and implement public private partnerships
+ Performs related tasks as required.

ENVIRONMENTAL CONDITIONS
The work is sedentary and performed primarily indoors in a distraction heavy office environment with noise and frequent interruptions. The work requires mental acuity including the ability to make rational decisions through sound logic and deductive processes.
