Description WSDOT is seeking a Transportation Engineer 2 in Spokane, WA to support Traffic Safety and Operations across the region. This role improves highway safety and reliability by conducting operational reviews (signing, striping, speeds, crosswalks, and work zones) and analyzing crash history using Safety Analyst and the Highway Safety Manual. Findings are used to implement Minor Operational Enhancements or recommend larger safety projects. The position also investigates traffic‑related inquiries from the public and local agencies, ensures regional signs and markings comply with the MUTCD and WSDOT policies, supports the Motorist Information Sign program, contributes to Highway Advertising Control Act activities, and assists with managing the region’s sign inventory. What to Expect Review collision history, consult with Maintenance and Local Agencies as appropriate, schedule and perform operational reviews of (for example) signs, pavement markings, crosswalks, alignment (ball banking), speed zones, bicycle and pedestrian facilities. Analyze data, using applications such as Safety Analyst and the Highway Safety Manual. Develop Minor Operational Enhancement projects that provide immediate improvement to the operational safety and efficiency of the highway system. Respond to WSDOT and public requests, occasionally serving as a liaison between the Traffic Office and the Region Communications Officer. Provide assistance as requested to administer the Highway Advertising Control Act and Motorist Information Signing programs. Serve as liaison between the Traffic Office and Regional Maintenance Sign Specialists regarding placement, type, and size of signs. Assist Region Striping Crew with routine pavement marking issues. Respond to project office, maintenance, developer, and utility representatives regarding traffic‑related elements. Assist in conducting field reviews of construction and maintenance work zones for functionality and uniformity. Implement field changes and/or make recommendations regarding work zones. Conduct final inspection of signing on construction contracts. Qualifications Foundational Engineering and Technical Competency: Ability to apply fundamental engineering principles, analytical methods, and technical judgment consistent with early‑career professional practice in civil, traffic, or transportation engineering. Competency may be demonstrated through progression in an engineering or technician role equivalent to Transportation Engineer 1 or Transportation Technician 3; Professional preparation such as Engineer‑in‑Training (EIT) certification; or advanced academic training equivalent to a master’s degree. Field Operations & Mobility Competency: Ability to safely operate a motor vehicle for fieldwork and site visits, ensuring compliance with safety standards and agency requirements. It Is Preferred That Qualified Candidates Also Have Traffic Engineering & Operations Application Competency: Ability to apply traffic engineering and operations theories, principles, and practices to real‑world situations such as evaluating traffic control devices, assessing roadway conditions, interpreting data, and recommending appropriate engineering solutions. Field Investigation & Analytical Problem‑Solving Competency: Demonstrated ability to conduct field investigations, collect and evaluate quantitative and qualitative data, identify root causes, and develop sound engineering recommendations. Traffic Control Standards & Regulatory Knowledge: Working knowledge of the Manual on Uniform Traffic Control Devices (MUTCD) and its application. Technical Communication Competency: Ability to communicate technical information clearly and effectively in writing and orally to diverse audiences.
